A foreigner who has been offered a place at an Institute of Higher Learning in Singapore is eligible to apply for a Student's Pass electronically via the internet using the SOLAR system. The Institutes of Higher Learning include our local polytechnics and universities, as well as, foreign universities with offshore campuses in Singapore. They are:

You should have the following documents:
- A valid travel document,
- A Letter of Offer to take up a course from the Institute of Higher Learning (IHL) in Singapore, which has accepted you.
- A notification from the IHL providing you with the information to submit your Student's Pass application electronically.

A message will be displayed on the screen to inform you that your application has been submitted successfully.

Student's Pass applications submitted electronically are generally processed within 5 working days for foreigners who do not require a visa to enter Singapore. For foreigners who require a visa to enter Singapore, the general processing time is 10 working days. Some applications may take a longer time to process.

You may check the status of your application via the SOLAR system.

Upon the approval of your application, you are required to collect your Student's Pass in person at the Visitor Services Centre of Immigration & Checkpoints Authority with your original travel documents. Your Student's Pass will be issued if the conditions stipulated in the In-Principle Approval letter are fulfilled.

A processing fee of $30 is required for every application submitted to ICA. The fee is non-refundable regardless of the outcome of the application or if application is withdrawn after submission. For submission via Solar, please make payment by credit/debit card or internet banking.

A $60 issuance fee for every student’s pass issued and a further $30 multiple-entry visa fee for visa required nationals, where applicable. The fee is payable when the successful applicant completes the formality to collect the Student’s Pass.
