1.
Who is eligible to use iC Online?
iC
Online is a e-service that is open to all Singapore Citizens and Permanent
Residents. It allows for the re-registration of NRIC at 30 years as well as
for the replacement of NRIC due to damage or a change in personal particulars
(ie. Insertion of name, change of photograph ect.)
Note:
A change in address
alone
can be effected at the nearest NPP, NPC as well as at our office, IC Section,
Citizen Services Centre,3rd Floor, ICA Building. There is no fee
for this service.
First
time registrants at 15 years are unable to submit their registrations via
iC Online and are required to register in person at our office, IC Section, Citizen
Services Centre, 3rd Floor, ICA Building.
NRIC
holders who have been issued with an NRIC or
replacement NRIC more than 10 years and are attaining the age of 30 years
will receive a notification letter from ICA two weeks before their 30th
birthday instructing them to re-register for their NRICs. These individuals
may then apply for the re-registration of their NRICs through iC Online after
their 30th birthday.
2. What
kind of software should I have in order to use iC Online successfully?
In order to use iC Online successfully, you should be using Internet Explorer (IE) 5.5 SP 2 or Netscape 6.0 and above. Your PC monitor screen should also be set to have the resolution set to 1024 x 768 SVGA with 32 bits of color.
3. What are the documents required for
online submission?
The
documents required are:

A
VISA or Mastercard credit/debit card
(for online payment).
·
One
digital photograph (dimensions 400 by 514 pixels is preferred; in JPEG format
not more than 60 KB) that meet ICA’s
requirements. Your photograph
image must be taken within the last 3 months, in colour taken against plain
white background, and show the full face and without headgear (headgear worn
in accordance with religious or racial customs is acceptable but must not
hide the facial features)

One
digital image of your current NRIC (back) and one digital image of your current
NRIC (front)
·
One
digital image of your name in ethnic characters (if currently not shown in
your IC)
4. What
are the requirements for the photograph/digital image file attachment?
Your
photograph image should:
·
be
in colour taken against a plain white background;
·
be
taken within the last 3 months;
·
show
the full face and without headgear (headgear worn in accordance with religious
or racial customs is acceptable but must not hide the facial features);
·
be
between 25mm and 35mm from chin to crown.
Your photograph image attachment file should:
·
be
in JPEG format;
·
be
less than 60 Kbytes; and
·
preferably
have dimension of 400 by 514 pixels.
5.
I would like to update my photo in my IC.
Must the digital photograph be colored? Can I submit one that is black and white?
Yes,
the digital image submitted must be in colour.
6.
How can I make sure that the photograph that I wish to submit is acceptable?
There
will be a sample photograph on the screen that you can check against with.
7.
Can I change photo if I don’t like it after submitting the application on-line?
iC
Online has been designed to allow user to preview before submitting their
application. This is to give the registrant ample opportunities to change
the photo image if they choose to do so.
However, once the submit button is clicked on your web application page; you
will not be able to make further changes to the photograph submitted.
8. I
note that I am required to submit a digital image of my current NRIC. What format must it be in? Any size to conform to? Can I send it in black and white and not
the coloured version?
The
digital image of your NRIC should

digital image should also show your NRIC details clearly and should be
sent in colour format.
9.
What supporting documents are required if I wish to change my name on my NRIC?
What should I do?
The following documents are required for changes to your name:
Once your application has been submitted succesfully, you have to submit a copy of the dcument to ICA either through email: ICA_IC_Unit@ica.gov.sg or via fax to 6293 6991. If you are sending the document via fax, kindly indicate “iC Online” on the first page of the document.
The original copy of the document must be produced when you call at ICA to collect your NRIC.
10.
If I want to add in my Christian name in my NRIC, how do I submit my deed
poll/baptism certificate to show proof?
For
application made via iC Online, you would be required to key in your new name
on the web application form. The original copy of the document would have
to be produced when you come in to collect your NRIC.
11.
What is the fee if I use iC Online?
The
registration fees for submissions via iC Online would be the same as that
at our registration counters.
A
breakdown of the fees payable through iC Online are as follows:
Re-registration
of NRIC at 30 yrs
- $10/- (for Singapore Citizens)

$50/- (for Permanent Residents)
Replacement

12.
What are the payment modes available for iC Online?
All
registrations for NRIC made via iC Online would require online payment by
VISA or Mastercard credit/debit cards.
13.
How would I know whether my payment has been accepted?
A
receipt will be displayed when your payment details have been successfully
transmitted. Applicants are advised
to print a copy of this receipt for reference.
We
would like to inform you that the receipt does not constitute proof of
successful payment. In the event that payment is unsuccessful, ICA will
notify you accordingly and you will be required to make payment of the prescribed
NRIC registration fee at our office.
14.
It says that payment has to be made online prior to submission of registration
by VISA or Mastercard credit/debit cards. How and where can I do that? In another application? I have a POSB Card. Can I use that to
make payment?
When
you submit your application via iC Online, you will be asked to make payment
at the payment module, which is built into the iC Online registration process. You are not required to access another
e-service separately to make payment.
iC
Online is unable to accept payment made through cards other than VISA
or Mastercard credit/debit cards (eg. DBS MoneySmart Debit, OUB Global Debit
Mastercard or POSB Debit Mastercard).
15.
I do not have a credit card. Can
I send/post a cheque to ICA after I have submitted my application via iC Online?
No. Payment has to be made via VISA or Mastercard
credit/debit card during submission of application via iC Online before the
registration can be successfully completed.
16.
Can I pay the NRIC re-registration/replacement fee at the time of collection?
If no, why not?
No. Payment has to be made when you apply
via iC Online. ICA will consider
an online application as a valid one only after successful payment has been
made via iC Online.
COLLECTION
17.
What is the processing time if I apply through iC Online?
The
processing time is 3 working days upon receipt of your application, provided
that all the information given and the photograph submitted meets ICA’s requirements.
18.
How will I be notified when to collect my IC?
If
you apply through iC Online, you will be notified by e-mail as well as by
post (through a green acknowledgement card) on the stipulated collection date
for your new NRIC.
You
can also enquire about the status of your IC application through our online
enquiry function, which is available on iC Online.
19.
I am not able to access the website, how can I check my application status?
If
you have access to an e-mail account and had provided your e-mail address
in your web application form, you would receive our notification via e-mail.
We would also send out green acknowledgment cards to registrants informing
them of the collection details.
20.
Where can I collect my IC?
Your
IC must be collected in person at IC Section, Citizen Services Centre,
ICA Building, 3rd Storey, 10 Kallang Road, Singapore 208718.
21.
What are the collection hours for IC Section at ICA Building?
IC
Section, Citizen Services Centre is open from 8 am to 4.30pm on weekdays,
and 8 am to 12.30pm on Saturdays.
22.
What should I bring along when I collect my IC?
If you
have applied through iC Online, you must call in person to collect
your IC. You should bring along
all the documents listed in your acknowledgement notice, which you will receive
via post, email (if an e-mail address is provided).
Alternative,
you may also use our online enquiry function available through iC Online to
check on the documents that you are required to produce.
23.
Do I still need to produce the original documents at the time of collecting
my NRIC?
Yes,
if you have made changes to your name when submitting your registration, you
will be required to produce the relevant original supporting document upon
collection of your new NRIC.
Examples
of such documents would include the Deed Poll, Religious Certificates such
as the Baptism Certificate and Conversion Certificate as well as the Marriage
Certificate.
24.
Can I change the collection date given to me? How should I go about doing
it?
Yes. You can call 6391 6366/6391 6368 to change
the collection date.
25.
After submitting my application via iC Online, do I still need to come in
person to collect my NRIC? Why?
Yes. The registrant is required to collect
the NRIC in person as we would have to authenticate the identity of registrant
via thumbprint matching before releasing the NRIC to him/her.
26.
What would happen if I do not collect my IC after applying for one?
Your
IC has to be collected within 2 weeks from the stated collection date in your
notification card. ICs not collected
will be destroyed after 3 months and you will have to apply for a new IC and
pay the prevailing fee.
27. Do I still need to come personally for collection?
Can I authorise a proxy to collect my NRIC?
Yes,
you would be required to come in person for the collection of your new IC.
You
are not allowed to authorise a proxy to collect the IC on your behalf, as
we are required to authenticate the registrant’s identity before releasing
the IC.
28. If the applicant has applied for NRIC via
iC online but is unable to come for collection as he is bedridden. If there any arrangement that ICA can
made?
If
an application has already been sent via iC Online, the registrant or the
registrant’s family may contact the IC Home Visit Team at Tel: 63916364 to
arrange for house visit team to come over and hand the IC to the registrant
after verifying their identity.
Alternatively,
a request can be made to our office to have the House Visit team come over
to perform the full registration for the individual.
House
visit would involve additional transport and photo taking fees that has to
be borne by the registrant’s family. This is over and above the prescribed
NRIC registration fee.
29.
What if I have lost my NRIC?
You
will not be able to register for a replacement of a lost NRIC through iC Online. You
are allowed to wait for up to 14 days before reporting the loss in case someone
returns your lost IC to you, following which you should report the loss of
NRIC and apply for a replacement through at our office, IC Section, Citizen
Services Centre, ICA Building.
30.
What if I receive your notification letter for Re-registration of NRIC at
30 years and my NRIC is lost? Can I still use iC Online?
If
you have received our notification letter for the re-registration of NRIC
at 30 years and have lost your NRIC, you should within 14 days, report the
loss of NRIC and apply for a replacement through at our office, IC Section,
Citizen Services Centre, ICA Building.
31.
What if my NRIC is lost after submitting a registration via iC Online?
In
such a scenario, you are advised to call our officers at 6391 6368 or 6391
6366 to inform us of the loss and then come in person to apply for a replacement
through at our office, IC Section, Citizen Services Centre, ICA Building.
32.
Can NRIC holders who have lost their NRICs apply for a replacement NRIC via
iC Online? If no, why not?
NRIC
holder who loss their NRIC are unable to replace their NRIC via iC Online.
They have to make a replacement personally at IC Section, Citizen Services
Centre, ICA Building as they are required to attend an interview prior to
replacing their NRIC.
33.
I am 30 years this year and am eligible to re-register for a new IC. Can I
renew my IC via iC Online, as I am overseas now?
34.
I am a Singaporean living overseas. Can I submit a registration for NRIC via
iC Online and collect the new NRIC from the nearest Mission like in passport
applications?
It
is not advisable for you to register via iC Online as you would need to come
to our office at ICA Building in person to collect your IC within 3
months of application. If you are currently posted overseas, you should write
to our office, IC Section, Citizen Services Centre, ICA Building, 10 Kallang
Road, Singapore 208718, to request for a deferment in your re-registration
date. Upon receiving your request we will make the necessary arrangements
and reply to you accordingly.
If
you are only overseas for a short period of time, you may then choose to re-register
via iC Online. However, you should take note that any NRIC that is not collected
within 3 months would be destroyed and an administrative fee would also be
imposed.
35. Will
my new NRIC be posted directly to me if I apply via iC Online?
No,
the new NRIC will not be posted over to you. You are required to come to our
office at ICA Building in person for the collection of the IC as we have to
authenticate your identity before releasing the new IC to you.
36.
If so, can my family members collect the new IC on my behalf, as I will not
return to Singapore at least for the next 2-3 years?
No,
we are unable to allow your family members to collect your IC on your behalf,
as we would have to authenticate the registrant’s identity before releasing
the new IC.
OTHER
QUESTIONS
37.
Can 15 year-olds register for their NRICs via iC Online? If no, why not?
15
year-olds registrant are unable to submit their IC application via iC Online.
ICA needs to capture the thumbprint of the 15 year-old for the 1st
time for printing on the NRIC.
37.
How do I know whether my application through iC Online is successful?
An
acknowledgement page will be displayed when an application is successfully
submitted. Applicants are advised
to print this page for reference.
38.
Is my current IC still valid after I had submitted online?
Yes,
your current IC would be valid until you collect your new IC.
39.
Please explain why registrants who effect a replacement of NRIC due to damage
or a change in particulars via iC Online are required to wait for one week
before they can collect their new NRIC when they could collect it on the same
day if they had applied over the counter?
Although
the applicants have to wait for a week to collect their IC if they apply for
the IC via iC Online, their transaction time at our counter would be shorter
as they do not need to go through the registration process and could proceed
to collect their card. They do not have to wait to be served at the registration
counter and thereafter wait again to collect their card.
40.
Will the system automatically log out if I take a long time to key in the
information?
The
time it takes for you to be logged out of the system would depend entirely
on the operating software (OS) installed in your PC.
41.
If there is an error on the information that I have keyed in, will I be able
to retrieve and re-submit?
iC
Online has been designed to allow user to review and amend the registration
details before submitting their application. This is to give the registrant
ample opportunities to change the details if they choose to do so.
However,
once the submit button is clicked on your web application page, you will not
be able to make further changes to the details submitted.
42.
Can I authorise someone to submit my application via iC Online using his internet
account?
Although
it is possible to do so, ICA does not encourage such an action and it would
mean that the other party would have access to your personal information and
could subsequently abuse the trust you had placed in them by using this information
unlawfully.
43.
Can I also use iC Online to effect a change of address since I have recently
shifted to a new residence?
If
you are currently ineligible
for
30-yr re-registration, your IC is not damaged and you only wish to reflect
a change in your address, you may choose to update your address at any Neighbourhood
Police Post or Neighbourhood Police Centre or at IC Section ICA Building.
However,
if you choose to register through iC Online it would involve a registration
fee of $60/- as a new IC would be produced.
44.
What are the security measures taken for the implementation of iC Online?
All
registrants are required to authenticate themselves before accessing iC Online.
The information submitted by the applicants would be matched against that
of our records to ensure that only the rightful registrant is allowed through
the system.
Additionally,
all registrants are required to come in person for the collection of their
new NRICs and the registrant’s thumbprint would also be matched against that
of our records before the new NRIC is released to him/her. This would enable
our counter staff to verify their identities once more before issuing the
NRIC to the public.
45.
If someone has used my particulars to apply for a NRIC online, will ICA know
and be able to find the culprit and apprehend him/her?
Yes,
ICA will be able to catch hold of the culprit when he/she arrives to collect
the IC where the identity will be established through fingerprint matching.
46.
What is the penalty for the abuse/misuse of iC Online, and for impersonating
someone to apply for a NRIC?
According
to the National Registration Regulation, a person who have make statement
or gives any information which is false in any material particular which he
either knows or believes to be false or does not believe to be true, for IC
registration, be it via iC Online or at the IC registration counter shall
be guilty of an offence and shall be liable on conviction to imprisonment
foe a term not exceeding 2 years or to a fine not exceeding $3,000/- or to
both.
47.
Would ICA be able to verify the particulars, eg, change in address, for replacement
of NRIC due to change in particular or damage via iC Online?
The
registrant would have to indicate that there is a change in the particulars
when submitting an application via iC Online.
